If your driving licence was issued in an EU or EEA country (including Germany, France, Spain, Italy, Belgium, and so on), you can drive in the Netherlands on your existing licence without doing anything. It's valid throughout the EU.
You can voluntarily exchange it for a Dutch licence — which makes sense if you're staying long-term, as it simplifies things later (especially if your foreign licence expires). But it's not required.
To exchange voluntarily, go to your gemeente (Rijbewijsdesk) with your current licence, passport, BSN, and a passport photo. The fee is around €40.
The Netherlands has bilateral agreements with a number of non-EU countries, allowing you to exchange your foreign licence for a Dutch one without taking a new test. This list includes:

The Netherlands and the UK have a bilateral exchange agreement in place, so UK licence holders can exchange directly without retaking tests. You have a grace period after registering — check current rules on rdw.nl as the exact timeframe can vary.
South Africa has an exchange agreement with the Netherlands. You can swap your SA licence for a Dutch one directly — no theory or practical test needed. Bring your original licence (not a copy), proof of residence, BSN, passport, and passport photo to your gemeente.
If your country is not on the exchange list, you'll need to go through the full Dutch driving licence process. This means:
Countries in this category include India, the United States, Canada, and most of Africa and Asia not listed above. Having years of driving experience doesn't exempt you from the test — you still go through the full process.
Indian licence holders cannot exchange directly. You'll need to take both the theory and practical exam. On the plus side, the Dutch theory exam is available in English and is very passable with a few weeks of preparation using the official CBR practice materials. Driving lessons with an instructor familiar with expats can significantly reduce the number of lessons needed.
There is no federal exchange agreement between the US and the Netherlands, so American licence holders also need to take the full Dutch test. This catches many American expats by surprise — even with decades of driving experience. The theory exam in English is the first step; budget time and money for lessons and exams.

Do I need a Dutch licence to rent a car?
Most rental companies accept any valid foreign licence for short-term rentals. For longer-term leases or company cars, a Dutch or EU licence is usually preferred.
